failed to boot up on initial boot-up

hello everyone. last week i was reading the build site for the first time and it gave me the courage to attempt my first build. i have always wanted to build my own PC but it has always seemed way to daunting of a task for me. i'm not very PC savvy, but the tutorial made it seem so simple. i have installed everthing, and turned it on for the first time and the only thing that came on was one LED light in the front. i didn't hear any of the internal parts working. i assume that this is the power switch LED, but when i hit the main power switch the light doesnt go off. to turn it off i have to flip the switch on the power supply. i didnt buy very expensive parts because i didn't want to ruin expensive equipment. the mobo is an ecs elitegroup P4M900T-M, the processor is an intel p4 630+ i bought a DDR2 1GB stick of RAM, a chiefmax 550 watt power supply, and an old floppy and DvD ROM from my old PC. i also used the IDE cables from my old PC. although i didnt invest big dollars into it, i did spend enough to where this would be painful if i don't get it to work. can someone please help me?

grinding noise?

i followed hal9000's advice and took everything outside of the case, but now i here a whining or maybe grating sounds from the fan. is this normal?

From what your describing it sounds like a doa psu, I never heard of that brand of psu, and just from the name doesn't sound to inviting.. Try installing another psu, pick one from this list

Poor quality psu can cause whtat your describing. Also that ECS brand of mb, are know for poor quality.. Might want to consider another one if the new psu doesn't change anything..

Which fan is making the noise? Is it the Power supply or the fan on the processor?
