problems with new build on a Intel(R) Desktop Board DG33BU

I followed instructions on how to make an out of the case build, but i'm having problems getting my build to start am using the following parts

the mobo is a intel DG33BU,ATX 24 pin PSU, 2 ram sticks of 512MB 667MHZ , a 3.0 intel pentium D processor, a pinless processor fan and a 160 gb Sata hard drive

I did an out of the case installation where after making sure all the mentioned components were in place I only connected the monitor and key board but I dont get any signal on the screen the key board flicks though

I dont have any chassis fans installed

The behaviour I get is that the processor fan spins faster then slows down and then faster again(the strange bit is when I switch it off there is a temporary connection where the monitor signal led turns green for atleast 2 seconds and then goes back to red)

I've done a few re-installations for each component replacing them with parts that i'm sure works from my old build but no luck,I even temporarily removed the battery it didnt work

I noticed later on that the box that came with the mobo only mentions that its to be used with intel core 2 duo and Quad core but on their website they also include pentium D's as one of the processor's that can work with this,Is there any compatibility issues with the chosen processor? Or is there something that I've not done

Please list all the parts by brand and model including the power supply.

sorry it took me long to answer had problems with my internet connection,I went a head and got a replacement of the processor with a core 2 duo 1.8ghz but still the problem exists;
the parts used so far
power supply= EVC ATXP4-450w-24-S
Memory =Dynet DDRII 667(5)512MX8 (two)
Intel processor core2duo 1.8ghz/800/2m/06

Is a out of the case installation thus minimum parts used
I noticed something though all along what i thought was the bios jumper was infact a short on the front chassis fan(the bios jumper was not in place) is this fatal?
I did put it in the right place but now is not powering up like before what happens is the processor fan spins and then stops, is the presence of that fan or the short necessary to make it work? I havent tested yet
