new system won't boot

Ok so i got all my parts for my computer i'm building, and assembled it following the manuals. When I power it up the fans start, the hardrive, and DVD all power up, but it produces no beeps and doesn't send anything to the monitor. I've tried unplugging everything other than the CPU, RAM, graphics card, main power, and power switch. Doesn't improve anything. I don't current have access to any old desktop to test out whether or not the graphics card is dead, but the fan is spinning. My system specs are

OUT of the case. Make sure ALL power supply connections to the motherboard are connected.
