It's safer to use one, especially if you've never built a computer before.

What kind of environment will you be building the computer? Carpeting? A/C? Really dry air? Humid?

i have hardwood floors, ill probably be building it on a fold out card table i have. the air is dry.

Dry air will cause more ESD (static) to occur. Be cautious.
