Monitor Problems

my monitor flashes slightly different shades when i minimize and maximize. Does that have something to do with the monitor, graphics card, power supply, or is it just something that happens? When I minimize/maximize it starts out a little brighter for a split second and the gets a shade or two darker, any ideas?

What kind of monitor are you talking about? Can you give us some system specs?

Here are the specs.
I did some online power calculators also, they were all a fair amount below 400W

I guess it has to do with the F-enigine, because i turned it off and it no longer flashes. Does this justify a defective monitor? I called zipzoomfly and I am arranging a replacement with:

ViewSonic Value Series VA2226W Black-Silver 21.6" 5ms DVI Widescreen LCD Monitor 300 cd/m2 1000:1 static (typ), 2000:1 dynamic (typ) - Retail

and they won't charge me a 15% restocking fee only if it is truly defective (they said only if it is doing what i said it was doing). The flash of shades is only brief.
