i have a pc case that you put the psu in the bottem of the case it says in the book for the case you can put the psu fan faceing down in the case but what i wanna know if i dont wanna face it down can i still put it in faceing up? would it hurt anything

No not really, but it certainly isn't ideal. You want the PSU's fan facing into the inside of the case. I know some people have flipped them over in the bottom of their cases but they usually cut a 120mm whole in the bottom for the fan.
