1st budget build
I currently have a tank of a rig that has even been submerged in a flood and keeps on ticking. I think it's finally time to upgrade. I mainly use it for internet/ business and also use PS Elements 4 on my current machine. I have made a few DVD movies from my DV camcorder, but it takes a little time. I'm not looking for a smoking fast machine and I don't play games. I just want a step up from where I am currently with the flexibility to upgrade. Here is what I have come up with:

I had consider XP Pro and a friend told me to save the $50 and get XP Home. I would also consider going with a one of the Vista versions if it is a good idea to upgrade now. I understand SP1 will be out 1st quarter next year. I have read that a few folks are very pleased with it. I'm open to suggestions. I felt the 500 gb HD was worth the extra $30 over the 250 gb HD. Welcome to PCMech.
Your list is very good, you did your homework. Vista or XP is a debated question. The primary reason people tend to go for Vista around here is DirectX 10 for gaming. Since that's not an issue for you, I'd stay with XP for now. Peli, the CPU in your link is an OEM, no heatsink/fan. The retail equivalent would be $74.
