Display wont show

Hello,
My computer's new build specification:
FOXCONN P4M9007MB mATX Motherboard
KRAFT 400W mATX PSU
Intel E6850
Nvidia GeForce 8800GT
Western Digital 160GB HDD
2GB DDR2 Memory
24x Samsung DVDR

I turned it on, the fans run, lights come on, everything runs, but when I connect my video card to the monitor, it doesn't show any display. Also, when I connect my keyboard in, it doesn't work- or rather I can't seem to tell the difference between work and not work.

Also, does USB 2.0 need an OS to work?

But, from your post, you're looking a little odd.
The monitor has to be connected and powered before you boot the computer.
