Computer does not boot up

Put my computer parts together, but nothing comes up on the screen. All the fans are running, the DVD opens and closes, I can hear the HDD spinning. I think when there is a RAM issue, it beeps. There are no beeps. I cannot find the green light on the mobo, so that may be significant. Doesnt that light come on the the PSU is plugged in? Any suggestions?

Your best bet would be to follow the "out of case build" instructions here:

I did all that and still get the same problem. What parts should I be concerned about?

Disconnect everything bar the PSU and see if you can get a fault beep out of the motherboard.

does the CPU have to be in? Because nothing happens with only PSU plugged into mobo

Yes the CPU and cooler have to be attached.

with only PSU, CPU and CPU fan attached, when I turn it on, only the PSU and CPU fan come on. No beeps. Does this mean a faulty motherboard?

Could be the PSU.

That would be a reasonable conclusion, processors rarely give trouble, especially new from the box. Always worth testing the processor if you have anything to test it in.

I put in a different PSU that I know works and had the same issues. My other PC has the same Athalon X 2 CPU, so I will try that part and see if it makes a difference.

That has got to be worth a try, but a processor DOA is pretty rare.

different CPU made no difference. So should I RMA the motherboard? It powers everything, but I get no screen and it makes no beeps. With no RAM in, shouldnt it beep?

It should at least give you an error beep.
Give it a couple of hours and see if anyone else has any ideas but I think it's time to RMA the mobo.
