Question Help with a build

I have built 6 systems in the past for me, kids, and wife, and they have all been AMD with lots of fans for cooling. I have never worried about noise, it just doesn't bother me, or should I say that I don't notice it. My Dad wants me to build him one, but he wants me to build him an INTEL and it has to be quiet. He tells me that all of my systems are too loud. I have never worked with INTEL, so i'm kinda lost on that. Any suggestions would sure be appreciated.

start with a budget and what the computer will be used for, give us that and we can certainly recommend some parts.

My Current Rig:
MSI MS-6712 1.0 (socket A 462) with 2.15 gigahertz AMD Athlon XP 3000+, 2x Barracuda 160GB IDE HD's, 2x Kingston 512mb DDR PC2700 (166mhz) Memory. 2 IDE DVD drives, 1 External HD and one external DVD burner.

My first build (july 2007 for my fiance):

I would say about a medium budget. He's already offered to write me a check to get what ever I needed for the build, but I know that means DO NOT go crazy! lol... He takes alot of still pics, and does alot of home movies of the grandkids sports and stuff. So I know he will be doing alot of video editing. So I would say video editing would be the main use.
