Posts but XP does not load

Can't get XP SP2 to load. BIOS recognizes HDD. PC posts then I get screen that says:

"Windows did not load properly due to new hardware, configuration, etc."
Load:
-Windows in Safe Mode
-Windows in Regular mode
-Windows with Command Prompt"

Any I choose the PC will process for a couple seconds then reboot and come back to the same screen. Is this a motherboard driver issue? I can not get to the DVD-ROM to load Gigabyte motherboard drivers. DVD-ROM has power.

(All new hardware except HDD.)
GIGABYTE GA-M57SLI-S4
GIGABYTE 8600GT graphics
Athlon AM2 2500 GHz
GSKILL DDR2 800 RAM 2 GB
Western Digital HDD (IDE)
ASUS DVD-ROM SATA
Silverstone 500 PSU

When you upgrade your hardware (specifically motherboard or processor), you need to either reinstall the OS, or do a repair install of windows.

I don't have an XP CD. Guy I bought original PC from on ebay did not give me the Windows XP CD. Mistake. Guess I'll have to buy an XP CD. Thanks for all the info.
