Fan speed too high?

I recently completed 3 projects:

PC 1 - replaced PSU from 250W to 300W

PC 2 - replaced PSU from 250W to 350W and replaced bad motherboard with same model (used existing CPU - celeron 2.6 ish - and heatsink/fan)

PC 3 - built from scratch with old parts (Celeron 2.8) except new heatsink/fan, 380W PSU

First time I ever worked with CPU's and /or motherboards or PSU's for that matter.

PC 1 running as quiet as always. PC 2 and 3 are very loud, PC 2 being much louder than before I messsed with it. Now PC 3 has a HW monitor in the BIOS and it says the fan is running at 4300 when idle while the CPU temp is 37-40C so I don't think I screwed up with the thermal grease. But I have to think I did something wrong here because PC 2 and 3 sound like jet engines. I am assuming that the PSU's are not the issue (going from 250W to 350W). The loudness is definitely from the CPU fans and not the PSU.

Is there any further troubleshooting I can do? Its a shame I can't tell what the fan on PC1 and 2 are spinning at but the BIOS does not support HW monitoring.

Check the bios for something like speedstep.

No, there is a fan speed control, but I can only enable/disable it - it is enabled

BTW mobo is Intel D845GVSR BIOS SR84510A.46T.0014.P06.0410050243

Might try to remove and redo the heatsink with new thermal paste and make sure the heatsink is seated correctly.

All I can think of for now.

I did try that already....

Am I correct that the BIOS either has hardware sensors or it doesn't... and if it doesn't, there is no way to monitor things like fan speed and CPU temp
