URGENT HELP. Finished building but PC wont start.

The Power supply just makes a zap noise, and that's it, when I try to turn on the PC? Help, what's wrong?

OMG!!, now I unplugged all of the fans and video card, and the PSU just makes a loud beeping noise and spins for 5 seconds, then stops and then starts spinning and makes a loud beeping noise. This continues until I turn it off.

Can you give us some specs. What is the PSU, how old is it? Were you previously overclocking?

I found out the problem, it's when I disconnect the PSU wire that goes into the slot on the mobo labeled SYS_FAN1 and SYS_FAN2. System fans, so what are these things? And do I need them to be plugged in? Since my PSU doesn't work when it's plugged into them.

Don't plug any wires from the PSU to those headers. Those are for plugging fans directly into. I'm not sure how or what you were able plug into those headers from the power supply.
