Won't Boot

The problem is that when I hit the power (I also tried using a screwdriver touching the 2pins), the fans would move for a second or two and then everything goes right back off. There's no beeps coming from anywhere or anything being shown on my monitor. I thought this was because of a bad mobo so I sent it in and got it replaced but the problem is still here. I tried everything, doing everything outside of the case, with one stick of ram, video card, monitor, CPU+heatsink, and my speakers. I moved the ram and video card to different slots and I also tried resetting the CMOS but the problem still remains. Here are my specs:
