We need a bit more info. Is this a new build? Is it failing to boot? Did you test both RAM sticks?

There are generally 3 reasons for a bare bones not to start is: don't have all the motherboard power connector plugged(24pin and 4/8 pin CPU connectors/video card power)/a component isn't plugged in correctly or all the way/a bad or incompatable component.
When you say "shorting power up switch", are you referring to the 2 pins on the motherboard for the case Power On switch?

You'll need to swap parts in at this point to determine what is the problem area. Borrow a PSU from a friend if you can, that is the easiest part to check.

Also try individual sticks of RAM.

Take the sound card while troubleshooting, it is not critical to the boot process.

Is your video card plugged in to the 6pin power lead?
