Well heres another new build

My price range is $1400 - $1700 I want to keep it as low as i can.

Looks good.

Just drop the ram down to ddr2-800.

Also, there's really no need to get 8gb. 4gb is usually more then enough.

You could also probably drop that power supply down to 650.
