Is this a good quality CPU fan/heatsink?

Yes it is but it's a little large so make sure you have the space to install it.

It's not that big.
It's a good cooler though, especially for dual cores.

I've managed to install the freezer 7 pro in all the cases I've worked with so far (about 10 different ones) and even the lower quality/smaller cases had enough room for it, if you don't have an unusually cramped case, then you won't have any issues installing the HSF.
