Need Help New Build- Cant Boot (B.S.O.D.)

I just built a new computer but I cant get it to load into windows or even boot into windows setup so I can re-format and reinstall windows. Every time I try to load into windows XP SP2 the computer restarts, if I try to load into Windows Home SP1 it doesnt let me install any of the drivers for my hardware. (I have 2 OS on each Harddrive BTW). If I try to boot into windows setup it crashes into that blue screen with a bunch of numbers. this is what it says:

*** STOP: 0x0000007E (0XC0000005, 0XF748E0BF, 0XF78DA208, 0XF78D9F08)

*** pci.sys - Address F748E0BF base at F74870000, Date Stamp 3b7d855c

It also tells me to "Disable any BIOS Memory Options such as Catching or Shadowing" But I have no idea how to do this or what it even means Im not a computer whiz.

I just built it today, heres the specs

Heres what I've figured out so far. Its not to do with the Video Card because I tried the BFG, the Built-in and my Old one thats already installed on the Harddrive. All get the same problem.

Please help and give me detailed instructions on how I can get this build to boot.

EDIT:

After some googleing I've read up on people who've had simlilar problems and the reason is the new hardware wont allow you to install a fresh copy of Windows XP because it requires some updates that only are available on SP2 and some have had success with "slipstreaming SP2" which I cant do because I dont have a computer that works to go and pirate a copy of Windows XP Setup SP2. Also everyone whos had the problems have SATA Drives. Also "Disable any BIOS Memory Options such as Catching or Shadowing" Does not work.

There has to be some way to fix this if so many people have had problems installing XP on new and apparently (apparently Not) compatable hardware.

I assume that If I install with Windows Vista it will work but I do not have windows Vista because I just plain dont like it. And I am not gonna go buy a 300$ OS just to get my new build to work.

Did you assemble this system and move drives with the OS installed from another system and just plug them in?
Is that what you are telling us by indicating that there are two OS on each drive?

Try this: PROBLEMS with a NEW BUILD? Try This!!

Get it to post successfully first. Then connect just one hard drive and one optical drive. Set the optical drive to boot first in the bios.

Do you have ide hard drives and optical drives? How are they jumpered?

Are they recognized in bios?

Is your windows xp cd sp1, or 2? Is it genuine? Is it oem and come with a prebuilt?

xp cd is SP1 I dont think its genuine, its a burnt copy of my friends. The H drives are reconised in BIOS. Im going to try to format and install windows with my Windows Home SP2 cd.

EDIT:

No success. I also went and bought a brand new SATA hard drive, no luck waste of 100$... However Windows Vista Setup does load but I have no serial #s for it.

So its not a problem with the hardware being broken or something its just with the compatability, the board doesnt like ATA hard drives and it just doesnt allow windows XP SP1.

Oh and I have a USB DVD RW drive, my internal CD rom drive is in my other computer but its ancient so I dont know if I should use it.

Everythings plugged in correctly I believe. I followed the manual percisely, I just cant get it to format and put a fresh copy of XP on it.

"Is it oem and come with a prebuilt?" I dont really understand whats oem and prebuilt?
