Window Menu dragging and site scrolling lag

Hey guys as I wrote before I just finished building up a computer for my brother. Everything so far is working just great. It is very fast when opening or loading programs or viewing websites. The downfall is that whenever I scroll up or down on the website it gitters (lag) going up or down like its melting or something and than it stops when I stop scrolling. Same thing happens when I click and hold and drag any menu box around my desktop. What can cause this issue?

Not having the right video drivers could cause that.

Let us know what happens.
