Computer rebooting itself over and over again?

Not sure if this is the right forum for this question but I thought it applied to my situation the closest. I built a computer my college roommate about this time last year. Since then we have graduated and now live about 4 hours away from each other so its not as if I can just go over and check out whats wrong with his computer.

He tells me that when he attempts to boot up his computer he says it acts as if its just rebooting over and over before anything pops up on his monitor. I already told him to check all of his connections and junk and that didnt seem to work.

any ideas? bad power supply?

Could be a bad power supply.

What are the specs? Make and model including power supply.

tell him to also disconnect all peripjherals

Could be a bad PSU.

Tell him to check and make sure the motherboard doesn't have any bulging or leaking capacitors too.

Is it necessarily a hardware problem? I've had a similar issue and thought it may have been a virus or anything akin to that, so I nuked and reinstalled and it was seemingly fixed. However, this was over 6 years ago on a fairly old computer.

I had the same problem recently and it was the power supply.

My friend's laptop was doing this. Wouldn't even boot into safe mode. I booted from the Ultimate Boot CD, ran the disk diagnostic utility, it fixed 3 problems (she had a misbehaving program take over the OS and turned the computer off without using Shutdown), and poof, all better.

Everyone should have an Ultimate Boot CD.
