Parts check on RAID 5 server - Aisle Three!

I'm building a RAID 5 server for primarily HD video storage. The goal is as inexpensive as possible, with without sacrificing capacity, quality, or performance.

The RAID5 array will have 7 drives in RAID, with one as hot swap. I was hoping to have two more drives will be hosting the O/S in a mirrored array, but the particular motherboard listed below does not support RAID (which I hope to remedy without too much added cost).

Onboard video is fine, but I need at least a PCIe 4x slot for the RAID card. It looks like it's easier to find boards with a 16x slot instead. 1000Mbps LAN is neded on the motherboard as well.

O/S will probably be 2003 x64 or FreeNAS. Haven't quite settled yet, but I'd like both options to be open should one or the other not work out for whatever reason.

Oh, and I'm not confident I'll actually get the mail-in-rebates due to the financial trouble that's going on, so they will not be knocked off the price.

Why two psu's?

EDIT: Your beast status for the modified build is still under review.
