You want to upgrade a DELL? You'd actually be better off just building a new computer.

Adding more RAM and another hard drive will be pretty easy, but upgrading the video card is questionable due to the fact that DELL uses a power supply that is spec'd with just enough power for the stock system. Adding a powerful video card (if you're doing this to game with) will put a lot of stress on the power supply and you may end up with an unstable computer.

Is building or buying a newer computer an option?

Come up with a budget and preferences & someone will help you with a build list.
