If the monitor is on stand by then it is working.

However, if the fans stop spinning then they are not working. So it's the computers fault.

I had this same problem the other day. It turned out that I didn't install the standoffs under the motherboard correctly. Have you made sure that all standoffs possible are installed?

Not all motherboards have the same standoff pattern, always check the layout. Adding washers won't help if there is a standoff where there isn't a mounting hole in the motherboard.

When you are in this situation, follow this guide EXACTLY.

ok ive taken everything out and tried setting it up out side the case with minimal components (cpu, heat sink, psu, and 1 stick of ram), still the same problem it turn on for about 2 seconds and goes right into stand by. ive also tried to update the bios with no luck.

if this means anything there is a red LED on the mother board that is labeled AMT_LED that is blinking, its a solid light when the comp turns on but when the fans and stuff stop running this LED starts blinking.

You have a very poor, cheaply made power supply there. I'd try to exchange it for something decent. Your ram is also a questionable brand.
