Possible with $500 budget?

I want to get a new computer but I don't have money to burn

Anyway, I'm trying to stay within a $600-700 CDN budget which is probably closer to $500 US.

I basically have to start from scratch minus a video card (I have a 8600GT in my old desktop). I can also get XP or Vista free from my school so no need to pay for an OS either.

Would it be possible to build a decent quad core machine? Or would it be a better idea to get a fast dual core since they're so cheap now?

Here is a list to consider. Cases are a personal preference so I threw out a nice Cooler Master for starts. These prices are from newegg U.S. so they may vary on the Canadian site.
This figures about $500 US and does not include a monitor.

For a $600-$700 CAD PC, I think it would be better to go with quad core as that is the way most software is heading towards (dual cores are fine for now, but quad cores are more future proof, a few years ago dual cores were not very popular due to the fact that most software was meant for the single cores which at that point were faster; a few years later a similarly clocked dual core was much faster in most games/apps than a similarly clocked single core). Here is a good build list from Newegg.ca:

i either could start building a system at the end of the month when my first paycheck comes around or I might wait until I get back onto res at school in May when I'll have kickass internet again.

Now I know it is doable in that price range and I'm pretty sure if I wait out until may, there should be even better deals

thanks guys
