Do you have the case already, or is the Lian Li the case you want to buy? For a really quiet computer, it's best to get a case with sound dampening foam such as the NZXT Hush or the CoolerMaster Cosmos 1000. If you are going with the Lian Li, I would take a look at getting a sound dampening kit for the case. Here is a good build list for around $1100 (I'm assuming you already have the case; if not there should be enough room in the budget for a good one):

I'm done building everything works, I read tidy up. I'm worried I'm gonna mess it up now. I installed vista home premium with service pack1. I didn't upgrade the bios yet, or hook up to Internet. I need to know what steps to take now. I would also like to thank everyone on this site, I've been reading posts for a long time, and you guys and gals gave me the courage to do this. Thank You

lian li cases are of the utmost quality. if sound is a major concern, although they are very quite, you should go with a sound kit if they offer one but it will be pricey. I recently did a quite case and it was still loud for my fathers liking, so I ended up buying my own sound material, cut to fit, and spray painted the showing side. I used fiberglass evercoat q pads 116 http://www.sherwin-automotive.com/pr...?product=30816. They were bought from the sherwin automotive store which is different that the house paint, so you would need to do a store locater search for one in your area. They came with a light blue film on both sides but I used a sharpie and a real sharp razor knife to cut the material after it was painted a flat black over the showing side. I actually peeled the blue face off and spray painted the sticky side, it came out very nice.

next steps is to install all the drivers.

then i would install antivirus, and antimalware apps.

after that, you will want to install all your programs.

final step is to enjoy.
