splat First build fails

This is my first pc build. I put everything together and then when i pressed the power button everything started like it was working and then after about 10 seconds it would power back down then come back on again. It would repeatedly do this alternating between staying on about 10 seconds to just coming on for second. Nothing would ever come up on the screen either. I looked at the LED lights on the motherboard while it was doing this and it showed that it was decompressing bios image to ram for fast booting. I tried starting it with only the cpu, ram, and video card hooked up but it did the same thing. I'm frustrated and not sure what to do so any help would be appreciated.

Parts list

CPU: Intel Core 2 Quad Q8400 Yorkfield 2.66GHz LGA 775 95W
HD: Western Digital Caviar Black 1 TB
PSU: Corsair 550W
mobo: msi p45 platinum
case: nzxt tempest
video: evga Geforce gtx 260
RAM: Kingston HyperX 4GB (2 x 2GB) 240-Pin DDR2 1066

First, I would do this: PROBLEMS with a NEW BUILD? Try This!!

I would also recommend re-seating the CPU heat sink/fan while trying that method.
