New Budget Gaming Desktop

I am looking to build my wife a budget gaming PC. Specifically to play Warcraft. I am looking for a cheap build that will give her medium video performance, but a stable overall build. You guys gave me great advice on my current PC so I am back again looking for your help. I know you guys generally steer away from incase power supplys but I have a friend who used this one for his wifes build and it works very nicely. Thanks in advance. I already have a Hard drive and Xp professional and a optical drive. I am looking to stay under 500$ total

Unless you have them you will need an optical drive, hard drive and an OS. Those 3 items will add up to around $150.
As for the PSU, you probably could luck out since the video card you selected requires only a min of a 400w PSU.

The PSU in that HEC case is garbage. I'd recommend a separate case and power supply purchase. I would also buy 4 gigs ram at today's prices. A micro ATX board will fit in a standard ATX case, and I'd recommend you get a standard case for better cooling, any system with a strong video card needs good air circulation.
