You should get whatever you can afford and runs the applications you need. What's your budget? You could spend anywhere from...$600 for something that would work to nearly $5000 for something monstrous. Most of the builds I see around here are in the $1000 range.

You'll know if the parts are compatible because we'll tell you. Overclocking is when you run a component at a faster speed than it is rated for (http://lmgtfy.com/?q=overclocking&l=1).

I would go with an Asus motherboard like the P5Q over the Intel, Intel motherboards are having QC problems lately. Everything else look good but you don't need to burn $80 on a Zalman CPU Cooler, it will void your warranty.
The power supply is too much for a GTS250 I would go with the same brand or a Sea Sonic but 550W

I would also replace that hard drive with a Western Digital Caviar Black.

I recommend Western Digital to anyone. I have only had one drive went bad and it was an external drive. So I have only been buying WD.

Even though that Gigabyte has some great technology, you are much better off going with an Asus P5Q Pro

Newegg doesn't have the Pro board except as an open box, the closest I would think would be the Pro Turbo. http://www.newegg.com/Product/Produc...82E16813131377

You can't shop at Newegg.com, you have to use newegg.ca. This is going to make a difference in your list.

The heatsink/fan that comes with the processor is fine for stock use and mild overclocking. The case comes with enough fans.

Being in Canada, you will have to go with this motherboard (same thing):
