Difficulty installing any operating system

Recently built a new pc and we are having trouble installing an operating system. It seems to get through the install stage and everything looks normal. then we restart the system after the install is complete and windows takes us back through the install as if it was never installed. We also tried linux and a version of snow leopard and got similar results.

For the build we used a gigabyte MB, (2x) 2 gig ram chips, SATA hard drive 500 gig, and a quad core intel processor.

If there is a bios antivirus, disable it. This will prevent the boot sector from being written. Also, on the first restart, change the boot order to hard drive first.
