New Build wont post or shut off.

The Problems:
Motherboard onboard video or graphic card will not show the POST
Second: the power button does not shut off the computer properly.

The probable cause:
I was swapping out fans in the case, and adding in a new CPU cooler. After putting the CPU FAN in and only the REAR fan working. There came a small burning smell.
Immediately turned the computer off. Turned on after looking at the issues. Thought it was wires touching something. There was no more burning smell.
That is when the computer would not shut off, reset properly. I didnt think anything of it.
Then I found out it wouldnt even show the POST.



What I want to know is what part of the computer is fried, gone bad or wrong.

or parts.

Motherboard, CPU itself are the only two things i can think of.


NOTE: The video card was NOT in the PC during the time of installment. So I am 99 percent sure that is still intact and good.

Having problems with a new build? Try this.

doesn't sound good... follow the procedure above and visually inspect the cpu. It wouldn't hurt to try a different power supply, I suspect that's where the burning smell came from. It wouldn't hurt to list your specs as well.

The fact that the system is still running is an encouraging thing. I really don't see where you could have made any major mistakes considering these are minor jobs. The fact that you no longer have post-ing may indicate a motherboard damage. I would start with checking each peripheral and see if the BIOS recognizes it correctly.

Unfortantly, I cant get anything to show up on the screen.
No Post, nothing.

So I cant acess the bios screen.

The other issue is it wont shut down when i press the power button or reset when i hit the reset issue.

Me and My other tech friend possibly think it might be the CPU or MOBO. I tested the PSU with the PSU tester by ULTRA from tigerdirect.com

Im just unsure how t do the short and where to do that short at as it says in the instructions

I apologize in misunderstanding you Mysts.

are you referring to resetting CMOS?

No, he's asking how to trip the power button posts on the motherboard.

Look in the motherboard manual, it's the 2 posts on the front panel header labeled POWER-SW or something like that. Short across the 2 posts momentarily with a screwdriver. You won't hurt anything if you hit the wrong posts.

Resetting or clearing the CMOS.
To be honest I didnt think of that till today.

As for shorting the pins. Thank you on clearing that up for me.

Thank you all for all the help you are giving me. It means alot. This isue has been troubling me for about two weeks.

It be great if the onboard speaker would give an error beep like it spose to. But im not even geting that

You won't get a beep if the motherboard is not starting up for whatever reason. It beeps once for a successful post, and gives you multiple beeps for a memory or video error.

Ahh okay, The Motherboard light still comes on, fans still come on.

Im thinking of replacing the motherboard and the cpu
