"Family" Computer, need help w/ parts

Hey everyone, I sort of gave up my old computer hobbies so I'm in the dust when it comes to parts. My parents have decided to finally replace the slow, old, and out of date computer downstairs (it's at least 7 yrs old).

It's pretty simple:
Budget: 700 (lower the better)
Uses: General internet use, word processing, and a stream of a video once in a while.

I don't think spending $$ on a video card is worth it because they won't be doing any gaming or anything. I should be able to cover the CD/DVD drive with one I have here. I'm looking for a bang for the buck computer without going to a store and buying one of those peices with no name parts. Any good and cheap parts that are recommended are highly appreciated. Windows 7 is planned on being installed.

Case - (i'll find one)

HD - (don't need anything big at all)
CD drive - I got one.
Monitor - (looking for suggestions on a good quality 20")
Keyboard - (i'll find one)

That's roughly $550 total leaving $150 in your budget for the rest.
I also used this Coolermaster Case and an 80mm fan. It went together well and after installing some standard programs (AVG, Malwarebytes, Firefox, etc) I was able to get online after pressing the power button in about 75secs.

i do not recommend building a computer for windows 7 withoug a video card. As far as a motherboard you would do much better going with this Asus M4A77D and adding this video card to the build
