Can't not get OS install to start

I have successfully installed motherboard, HDD, CD-ROM, memory, CPU and power supply. All fans functioning. Power buttons working. Able to boot to bios setup. All devices are recognized and slave/master settings seem correct. (Sata Drive in SATA1 and cd rom set to Select on IDE)

SPECS:
- BIOSTAR A785G3 AM3 AMD 785G Micro ATX AMD Motherboard
- Antec EarthWatts Green EA-380D Green 380W Continuous power
- AMD Sempron 140 Sargas 2.7GHz Socket AM3 45W Single-Core Processor Model SDX140HBGQBOX
- G.SKILL 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
- APEX TX-381-C Black Steel Micro ATX Tower Computer Case
- Western Digital Caviar Green WD8000AARS 800GB 5400 RPM SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive

System then boots to Hardware Monitor. Display says Reboot and Select Proper Boot Device or insert media into proper boot device and press any key. Boot settings in BIOS say it is set to boot from CD-Rom, then Hard drive. There is no floppy and I disabled the floppy in BIOS.

I can not get past this screen. Have tried 2 factory Windows CD's (one Vista and one Win 7). Continues to loop on this message. It does think and spin for about 45 seconds before looping back to the message.

All parts are new except CD-Rom which is known to function properly from previous system it was installed in.

if everything is seet up properly, and detected, it should work.

the only other thing i can think of is the IDE channel on that mobo is for a HDD only. I dont see why, but you might want to try a sata cd drive.

What kind of optical drive is it? (IDE cd rom or DVD?)

Are you sure the windows disks are not DVD?

Windows Vista and Windows 7 are shipped on DVD's, not CD's. You need a DVD drive. A CD drive won't cut it.
