Best thing would be to set the larger drive as the primary HDD and install Windows onto it. What brand are these drives? Some manufacturers provide free cloning utilities; you can download them off their website.

If you're going to upgrade, then just unplug the old hard drive from the mobo. Plug the new one to where the other was was connected and boot from the Windows 7 CD. Install Windows 7 and once everything's set up, replug your old HDD to another of the Serial ATA connectors on the mobo. Windows 7 will find it and you'll be able to transfer your personal files to the new HDD and OS.

I'm assuming your HDDs are serial ATA, is that correct?

cable select is fine as long as long as you only have one plugged in at a time.

if your case has room for both, why not just install the new one (set old one to master and new one to slave, and connect the new one to the end of the cable, and the old one to the middle connector) you can still install and run programs on the new one this way, without the need for a reformat/install of your os.

Quite the contrary: the slave HDD is the one that doesn't need to have an OS installed to.

Dell hard drives have 3 partitions and require special procedures to clone them. It will be a LOT easier just to install Windows 7 from scratch on the new drive.
