Need some help

I am having trouble getting my pc running.
I have:
EVGA P55 LE mother board
Intel i3 processor 3.30 GHz
EVGA Nvidia GeForce GT240
Hitachi 1TB internal hard drive
8GB of dual channel DDR3 Patriot memory
and a samsung Bluray 12x combo drive

It boots and sounds right when it starts but i'm not getting the CMOS or BIOS system setup.
I've reset the CMOS on the motherboard, taken everything apart and put it back in, checked all connections and wires and don't see anything wrong with it.
Any tips?

First, what is the make and model/size of the PSU?
For troubleshooting, you need to do an outside the case barebones install.
