Gigabyte MOBO stuck in bootloop

I got a GA-P43t-S3G Gigabyte Motherboard. I have a e6600 intell dual core seated in it with 2gb or ram that the manufacture website say is compatible.

I am getting stuck in a boot loop. it starts to power and the fans spin for a second than it stops and starts again.

I have tried resetting cmos and the battery, nothing is working!! Please help!

I have returned my last mobo and bought a new power supply all in trying to get this rig to run!

Checked all cables? Tried booting without the RAM installed?

Yes i have tried all sorts of combinations, with and without ram... ram in different slots, 2 sticks, 1 stick. no video card, with video card...etc...

i have tried taking the cpu in and back out and than resetting the cmos before putting a ram stick in, and no luck!

i have it all set up outside the case on its box just like the link above.
