Built a fresh rig, not recieving any video.

I recently put together a rig for my grandmother(my third one), just something she can go online and check email with and do other casual things.

After putting it together, the system powers on but I hear no beeps or get any video. The card I'm using is an MSI R4550. I replaced the card with an old but still working eVGa 7600 GT, yet I still hear no beeps nor am I getting any video. Despite this, all of the lights come on and all f the fans are spinning. I have reseated the memory and checked all of the cabling, nothing seems missing or out of place.

The motherboard is a Gigabyte 870A-UD3.

What can I do?
