$700 budget PC build on AMD or Intel

Friend prefers AMD but I like Intel better. Has a budget of $700, already has an old PC.

Old PC Spec
Intel CPU 2140 @ 1.60GHz
2.0GB RAM
GeForce 9600 GT

Needs it for school work as in microsoft word etc.., run BF3, and MW3.

Memory: 3GB
Graphics: 768 MB Video Card (Nvidia GeForce GTX 280 / ATI Radeon HD 4870)
DirectX®: DirectX 10 support
Hard Drive: 15 GB

Recommended:
OS: Windows Vista SP2 or Windows 7 SP1 both 64bit
Processor: Intel Core i7 processor / AMD Phenom II X4 or higher with at least 3.0GHz (4 Cores)
Memory: 4GB
Graphics: 1024 MB Video Card (Nvidia GeForce 480 / ATI Radeon HD 5850)
DirectX®: DirectX 11 support
Controller Support: Support for Logitech G15 and G19 keyboard LCDs in multiplayer
Hard Drive: 20 GB
Sound: 7.1 Surround Sound compatible Soundcard / Motherboard
Other: 3D Vision-Ready Display, 3D Compatible NVIDIA GeForce 480/570 Series GPU, NVIDIA 3D Vision Kit

Do you know which motherboard and OS he got on the old system?

I'm not really in to gaming but this helps me study this build and learn so I can be able to recommend later on. I'm on it for the info.

What I was trying to say is that I'm not really ready to recommend a build whatsoever purpose will be used for. So when I come here for advice I learn and study from the recommendations you guys give. So i can later on be able to recommend a build myself. But I'm pretty sure I will still ask around for advice after I learn more. Capisce?

Is the case upgrade worthy? What size and brand power supply does he have?
How about the HDD and Optical Drive?
Sometimes you can rebuild and save a ton of money.

Because the PSU might be adequate for whichever graphics card he chooses.

I just built one a couple of weeks ago, same type of games. This is what I used and it is rock solid stable. I charged a little more than 700.00 but depending on your purchasing power and profit margin, it may be doable, customer had OS, monitor, keyboard, speakers. My cost came in under 600.00
From Newegg, it comes in under 700.00 (656.00). Now before anyone bashes me on the motherboard, I have not had any issues with them (built many) over a year, and they are great for budget gamers, fast and stable. I bought quite a few of them. I had to flash the BIOS and put a Regor 250 in it to flash for this quad core but I suppose that is not the case today if you bought it. I bought them when they came out (a little over a year ago), with the original BIOS that is.

There will be NOTHING in a 5 year old HP Pavilion that would be worth reusing in a new build.
