In terms of performance, I think a build like this would be fine for gaming at medium/high settings at or below 1080p and for general applications as long as you don't multitask too much.

Regarding parts quality, I see a few parts that should be taken a look at by other forum members since I'm not that familiar with them, but I can say that the power supply isn't that great, Rosewill isn't the best brand for power supplies and the ones they make that are ok have PFC which the one you have in your link doesn't have, I think you'll be fine with a good 400W power supply, but it should have PFC, something like this would work: Newegg.com - Antec NEO ECO 400C 400W Continuous Power ATX12V 2.3 / EPS12V 80 PLUS Certified Active PFC Power Supply

AMD recommends a minimum of 450 watts for a 5770. Buy this while the rebate is still on:

Newegg.com - Antec BP550 Plus 550W Continuous Power ATX12V V2.2 80 PLUS Certified Modular Active PFC Power Supply

AMD is being extremely cautious regarding minimum recommendations, ran power supply calculator with all usage at 100% with the parts in the list above and 10% capacitor aging, and got a minimum recommendation of 269W with a recommendation of 319W, well below the max amount the Antec I linked to is capable of. I've built a computer recently with similar specs and use a 400W sparkle PSU without any problems.

Just updated my list

Changes:
*Swapped Rosewill case out for Coolermaster Elite 330
*Swapped Rosewill power supply out for Antec 550W (80 PLUS certified)
*Swapped G.SKILL memory out for ADATA
*Swapped Seagate Barracuda out for WD 500G 7200RPM HD

Subtotal: $320

I think I'm pretty set with the choices now, this computer is meant for extreme budget gaming, so I believe it's nearing the building phase.

@Masaki
Thanks for that, I was wondering about power consumption

@glc
Nice find, I went with that power supply. (modular too, ooh la la)

@jdeb
I would go with the Caviar Black, but unfortunately as I said this is a budget build
