Friends PC Not Loading Into Bios/Constantly Re-turning itself on...

Ok, so my friends computer (yes friend, he was a bit lazy at his house today and wouldn't write this himself) that we were building at his house today is all built, but when we turned it on, it turns on for three seconds, then turns itself off, and turns itself on again, and then off. Over and over again.

Things we've tried:
Removing the CMOS battery for 5 minutes.
Redoing the heatsink (he also said he applied ample thermal paste)
Re-seating the motherboard
Putting in one stick of RAM/different slots/etc, and taking away the Hard Drive/DVD drive/GPU

Here's the parts list (I didn't buy them... I recommended some and his dad went a bit off course):
i7 2700k
Gigabyte GA-Z68M-D2H
G.Skill Sniper (8Gb)
Rosewill Hive 650W (Bronze 80+ - Don't know why he chose a Rosewill PSU...)
CoolerMaster Hyper 212+
MSI GTX560 Twin Frozr II
Seagate 1TB (Dunno more than this)
Some random optical drive with a Sata converter on it
Rosewill Challenger (Case)
Arctic Silver Thermal Paste

Any help?

PROBLEMS with a NEW BUILD? Try This!!

REMOVE the motherboard from the case to do this.
