Cases are kind of a personnal choice due to the wide range of styles. Cases that are less that $50 are either a plain jane black or cheap junk. In the $50 to $100 range, Newegg does have some quailty name brand cases. Would have your brother look at cases on Newegg to find something he likes.
As for video cards, it will depend on what games he will play. Around $150 is probably the starting price for a gamer card. As for cutting cost, dropping the CPU down one model could save about $25 and with the PSU, depending on the video card could drop to a 500-550w and maybe cut another $25. The rest looks to be good, may be able to go to a lesser motherboard(less features) to cut costs.
