Are you getting that temp under load or while you PC is idle? That seems normal for that card while under full load... If you are reaching above 85°C under load, then you should start worrying. Your case should also be providing plenty of airflow for your system, unless you have it placed where the exhaust heat is not dispersing well enough.

Idle means running nothing at all. When idle, you should be seeing temps around 30-40°C. What programs are you running at these times where your GPU starts seeing temps of 70°C?

I am not certain what exactly is in your case or how it is arranged, so it is hard for me or anyone to tell you if it fits or not. The documentation says it is compatible with the nVidia 570 series video cards, so it should fit on the graphics card. I am also not too certain how much of decrease you will see in temps if you aren't overclocking this card as the temps you are describing are normal.

Gotcha. The extra cooling is up to you.

As I mentioned before, the GPU cooler you linked is compatible with your video card. It appears that it is just about the same size as your video card. About 1/3" longer and 0.5" taller... If you have that much extra room around your video card, where it is now, it should fit just fine. No one can tell you if it will fit or not because they don't know how your case is set up so you are going to have to manually measure to double check yourself.
