Now what I will be wanting to do with this computer is, running google chrome(with up to 10 tabs open), skyping around 2 or 3 people at once, playing Minecraft(on a server) and running a back-ground program or two(security like). Also, if any of this needs improving then I can go up to $500(or $550 if it is a good system/deal(But I'd prefer the lower end of that.).

The 1 TB HDD isn't really necessary since he's on a budget and I have never found myself going beyond 500 gb (yet). And for heavy multitasking you might want to upgrade to CPU to a quad core i5 but if that costs too much you should get an AMD processor which should be cheaper but you'll have to change the motherboard.

Actually that CPU might be fine because I have a stinky laptop with Radeon HD 4200 integrated and Athlon II X2 M300 2.0 GHz Dual Core and I run Minecraft on a server with 3 Chrome tabs and Skype at the same time.

I hope you were referring to my suggestions - an Asrock is far from being an excellent motherboard!
