Prescott at 60degrees

i have a 2.8E prescott and its NOT o/ced atm. the idle temp is around 48 and 50-60% load is already 60-62 degrees C. im using this hsf: http://www.coolermaster.com/index.ph...0LCPU%20Cooler well, similar to it. not as good. its designed for northwoods and i pulled it out of a prebuilt hp computer(a350n). it still works better than the stock fan. now my question is i need a good heatsink and fan combo, and good thermal paste. i need this for around $20-$30. can anyone help?
