It seems to me that you have a 2.66GHz Northwood 533 MHz cpu. Since this is quad pumped it will read in your bios as 133 MHz FSB. First note: Do not ever EVER mess with voltage settings with Northwood chips. If you have a decent cpu, you should be able to overclock that cpu to 166 MHz FSB to identically match the pc2700 RAM you have. I am basically doing the same OC with a 2.4 GHz P4 533 MHz cpu. I OC to 166 FSB and ran torture tests and everything is perfect! If your computer seems to lag with the OC, your cpu may not be able to OC to the 166 FSB. The Northwoods are known to be able to OC pretty well by just increasing your FSB so everything should be ok.

Northwoods are good up to 1.7V but once you reach that its a death zone.

He shouldn't have to mess at all with voltages to get to 166 FSB, but if he had to he could slightly increase them. Just remember once you start increasing voltages the life of your cpu will be dramatically decreased. Plus Northwoods deaths sometimes take out more then the cpu. The standard retail heatsink and fan should be good enough for raising FSB.

once i increased the FSB to 166 i get 3.32 , i returned all of the voltages to defualt but windows doesnt boot up for some reason? should i up voltages? inorder to get to 166 i have to loosen my timmings to 2.5-7-3-3 if i manage to get to 3.32 which overclock would be better the 3.2 with 2-5-2-2 or the 3.32 with 2.5-7-3-3

Is it necessary to overclock? I would just do small increments of FSB and see if it remains stable. If you want to up voltages, which i don't recommend, you can tweak those a bit and see if your system runs stable. The reason windows does not boot is because your computer is not stable with the OC. Sometimes you get lucky and get a good Northwood chip that can be overclocked easily by just raising FSB, but sometimes you get a cpu that will not OC well. Luck of the draw.

how long can a cpu live for ? and if i up the voltage will it cut it in half and is that the same for the ram?

any RAM out there can handle 2.8~2.85V easily, most will take up to 3.2 with no problems. As far as the cpu, it is said that raising the voltage will shorten the lifespan, but how much is often debated. IMHO, a cpu will normally last well over 10 years, even if a substantial Vcore increase cuts that in half, you're still looking at 5 years, after which time the thing will be on it's last leg anyway. That would be, IMHO, worst case scenario. Of course, the northwoods can die immediately above 1.7, maybe 1.8V, or it could take that much and run for ever. Bottom line, if you're concerned about it, don't raise the voltage. OCing isn't really a "cheap" way to get more bang for your buck anymore, it's more of a hobby, more for playing. You don't really wanna OC your main rig, or if it's used for business, running some critical apps or storing critical data, etc.

'OCing isn't really a "cheap" way to get more bang for your buck anymore'

... sure it can be. people are just too snobby to buy a cheap/old CPU IMO. they get an already good, expensive CPU, which does everything anyway, and then add a couple of 100 mhz to it, which they aren't likely to notice. not that theres anything totally wrong with this i mean u may aswell get the full performance u can, but its not the same. a duron 1600 can OC to as fast as/ faster than a xp 3200+.. twice the speed. a quarter of the price? fith? no one will buy a duron though as they are 'old', and 'budget'. and whilst XP-Ms aren't 'cheap' as such they are cheaper than the sort of A64/high end P4 performance which they can achieve. then for Intel there are mobile P4s/ celerons (but these would have to be brought 2nd hand)probably, and the Celeron D's.
