1) The socket cpu come with 4 little round cushion plastic on top of it, one at each corner. The question is, when I install the heatsink over that, am I suppose to take those cushion out or leave it there?

2) It says to take off the film before installing the heatsink. I took it off, but there is still a ...kind of sticky plastic or something...in the middle of it. Am I suppose to leave that there? or scatch it off?

I just want to make sure because my computer keep freezing now and then, everyday.... thank you.

Leave the "feet" on - they keep the heatsink from crushing the CPU core. You can leave the thermal tape on, or scrape it completely off and use thermal grease.
