The one you listed, I believe is on the "Not enough Info List" on bigandy's PSU Reference Guide. Put it simply, I would recommend avoiding it. A good PSU for sure is the Enlight 360W PSU which is 39 USD including shipping. However, it really depends on your system - how power hungry it is. For instance, the GeForce 6800 recommends 480W of power along with the system...pretty susbatnatial, while others may only require around 300+ Watts. The best way to determine would be to post your specs here

well i have a athlon 64 3000+ and a ATI radeon 9800 pro 512mb of ram 160 gb of harddrive. Is it possible to have to many watts and over power your system.
