Computer cannot detect USB devices

I have a USB mass storage device and a digital camera (with usb plug) that
doesn't get detected on my Windows XP Pro computer when i plug and play.
Both devices says no driver necessary for XP computers and even when I did
install the drivers, nothing changed and computer still couldn't detect. I
have installed all the latest USB drivers for SP1. (Both of these devices
work on my brother's XP pro computer plug and play). So I was wondering if
there's any registry that i need to modify.

I noticed that the devices only work when it's plugged in before computer starts.

I tried getting help on the Windows XP netgroup but no help there so anyhelp will be great, thx.

Do other USB devices work on this computer? Is USB enabled in system BIOS?

You probably need to install the device's drivers before plugging in the device itself.
At least that's what I had to do with my digital camera. First install the drivers, then plug the device in.

yeah the devices' drivers are installed (even though it's not necessary for XP) and USB is enabled in BIOS (double checked).

i even dl'd all the drivers related to my problem from the microsoft website.

any USB device that is either:

1) Not plugged into the computer b4 start will not get detected

any devices (like my mass storage device and digital camera) that is plugged after comp is started will not get detected.

2) unplugged than replugged will not get detected.

my optical mouse is usb and is connected b4 comp is started. If I remove it from the slot and plug back again, the mouse will not work.

I guess it is not a serious problem since the devices will work when it's plugged b4 comp is started; but gets irritating when i'm transfering data from my mass storage device frequently between 2 comps and I must restart my comp just for any new usb device to work.
