Exclamation Computer doesn't shutdown or restart right, Need Help!!

I just Built a 3.2Ghz HT P4 with 800FSB. it has 2 HD a 200 and 120. It also has a Geforce 5700 LE 256mb agp 8x video card. 768 ram of PC 2100. it has a VIA PM800-M2 Motherboard, with a 350 watt PS. it also has Win XP Pro. DVD burner and cd burner.
When ever I click shut down will go through the process like it normall would but when it gets to "windows shutting down" screen, it just powers off the hard drives every thing else stays on. Then when I restart it will get to "Windows restarting Screen" then it just won't do anything.Any suggestions on what I can do to fix the problem?

Also I have another question, the cd burner is set as the master and the DVD burner as slave, but the cd burner's drive letter is (f:\) after the DVD burner's (e:\). is there something wrong with that?

Go into the bios/ power settings and check to see if power off by switch is selected. Also, in display properties/screen saver click on power tab and check the different power settings and set to what you want.
You can reletter the drives in disc management.

Also, that pc 2100 ram isnt good to have with the 800 mhz fsb of the 3.2 pentium4, that could be doing something bad there

My bios are set to software power off (Instant off as they call it). The only other opition is to hold power button for 4 seconds. But either way it does the same thing.

If your PCis set to "software power off" in BIOS, then that is definitely one of your problems. Instead, it should be set to "off". Also, your power button should be set to "power off" in BIOS. If that doesn't work, let us know. thorlo6

There are only 2 options in my bios. "Delay 4 seconds" and "Instant off". I have tried both ways and it does the same thing either way.

Is there an APM tab in your power options in control panel? If so, make sure that the box for use advanced power management is checked.
