If you look in device manager, in control panel>system, how many PCI communication devices are listed?
Is the modem working on that machine?, can you get on to the internet with it?

The quickest thing to do is shut down the machine and physically remove the modem from the machine, restart the machine go to device manager and uninstall anything thats listed under communication device. Shut down the machine again and reinstall the modem, on restarting your computer windows will autodetect the modem and reinstall the drivers for you, if this fails to happen or after windows has reinstalled the drivers the modem still does not work then the modem is faulty and needs to be replaced. If the modem has worked in this machine before, uninstalling the drivers will not delete them they will still be stored within windows, if you have just installed this modem and this is happening then the modem is faulty.

Motherboard drivers ain't gonna do it. You need the specific modem drivers. Can you post the model number of the modem?

Also, what OS are you running?

Exclamation There are "Real" Modems, and then there is junk - AKA "Win-Modems"

You can get a bulk rate for a dozen "Win-Modems" at about $2.00 each. No typo -- two dollars -- I've seen eBay "Buy it Now" offers for just a little more than that for such junk. There's very little real modern hardware mounted on the pcb, since 95% of the work that is performed by a real, hardware-equipped modem is being handed off to the cpu to take care of in software.

The best kind of modem is the one that says it works with all OS's, be it Linux, Unix, whatever. If the packaging says that a version of Windows is REQUIRED, don't buy it. The actual cost of a real (internal) modem is not that steep -- probably about $40 from an online dealer.

But to all AT readers - the term "PCI Communication Device" in the Device Manager is a giveaway that it's not the good kind of modem.
