AMD64 3000 CPU fan stops working!

I have made a build for my friend...

gigabyte ga-k8ns pro mobo
amd 64 3000+ newcastle with stock fan
seagate 160gb
gigabyte 9550 128mb
512mb kbyte pc3200
aspire 500w psu
samsung dpuble layer dvd-r
chieftec case with antec fans
xp home

I've had the comp on for couple days and it works flawlessly. Well I have just noticed that the cpu fan wan not moving, immediately I freaked out thinking that the chip is ...I don't know...going to fry. and so I hit the restart button. Then I saw that the fan started moving for a couple of seconds. I restarted the fan started moving and by the time windows loaded up it stopped again
. I went into bios and the cpu temp was 39C.
I disabled the "CPU smart fan control" and enabled the cpu heat warning. After (and right now) the fan is working.
I don't know if this was a fluke? Is this part of Cool n quiet technology ?
Or is something wrong?
I don't know did the bios changes have anything to do with this but....

Everything is connected good...I've done a lot of builds just in the past year but i am still learning and I guess I am still a noob.

OK so what is actually happening here ????

i think that ur cpu fan wasnt dessigned to have the voltage altered. If you get most cpu fan and stop it while its working you will find that it wont start up again until you push it/. The magnets in the fans are very strong and the motherboard may not be giving it enough voltage so the magnets pull too hard on the coils so it cant move. If you understand how a motor works you will know what im talking about. In other words, keep smart fan disabled and you will be fine.

if you have "smart fan" enable it will do as you posted...some are designed to wind down then ramp up as needed....most run real slow till the temp hits 40-44 deg celcius.. it's for energy efficiency. I have it on my gigabyte board and I have it Disabled because it's annoying

by the way, how the hell do you get your cpu fan at 39C. Mine hitss 85 within seconds of booting and im only runnin a celeron d 2.66ghz with the standard fan. and mine gets to 94 now and sometimes 95

Are we talking the same temp systems? 95 Celcius is a smoked chip!! 95 Farenheit is nice and cool. Make sure you're looking at the same thing.

im starting to get worried, my mainboard says its at 94 celcius but it might mean fharenhieght(sorry, i cant spell). Maybe thats the reason it always freezes when loading windows. So, what is the max temp for a celeron d at 2.66ghz?

reasonable temp even with stock cooling these days are usually no more than 55 degrees celcius the cpu will usually shut down at it's threshold of 85-100 degress celcius...

If your temps are near there I would think your heatsink is not installed right or your cpu fan is running/installed backwards...

the cool'n quiet technology is design to turn the cpu fan on and off depending on the CPU temperature.

OK. I see, now are Cool n Quiet and smart fan control the same thing. Meaning if you disable smart fan you are disabling cool n quiet technology?

It's 39 Celcius.

yes, they are the same thing. 39 celcius isn't bad. That's my CPU temp, and my fan is off. It starts running when it hits the 40s until the temp goes back down to 30 or so.
